To County Surveyor
Gloucester

Summary

Our suggestion that The County Council should take over the Navigation because several bridges carrying important roads would be under Council's control. Important that waterways should not become completely derelict and a menace to health. Council enabled to pass water from old Thames & Severn Canal in times of flood. Several owners of land bordering canal agree.
