New form of rental suggested.
Small traders complained of hardship. Required to carry at least 1000 tons of coal. Allowed to carry unlimited quantity of coal from Brimscombe Port by railway at or beyond Minety, Toll reduced to 9d a ton.
Several boats and barges occupying waterway of canal not employed for considerable time. Some sunken and half sunken. Plunder of coals etc. Enforcement of law against owners.
