Full sized T&S boats only liable to pay for 6 tons if empty but not enforced with regular traders unless by mismanagement a boat unnecessarily passes. Then payment enforced as for similar penalties, namely by detaining vessel & applying to Magistrate if necessary, which then adds to expense.
