Information to bring before the Committee; boat belonging to William Phipp (a man whom the Company fined £2 for endeavoring to defraud them of Tonnage last year) loaded coal for Radcot & details of how he has again defrauded Company. Given notice that in future not allowed the Bounty on coals he might carry down Thames until fraud considered by Committee. Unless matter taken seriously the drawback certificates will become a mere farce & the Company liable to be continually defrauded. Mr Loveden taken matter up for Phipp & written to Mr Waters & Stroud Company stating I (J R Denyer) am injuring those parties as well as the T&S Co by endeavoring to create a Monopoly … nothing can be more unjust or untrue …
