Summary

Dredging boat has come up the canal without bringing any account of what it has carried. I cannot allow it to pass until such account is rendered and paid. There is also due 13s 4d on 160 tons of drift, carried by the Happy Return which you promised to pay immediately and which is not done. The vessels will be stopped until the amount is paid.
