Counsel says the Company can give no security for borrowing money.
Mr Cambridge recommended that the cloughs of Framilode Lock be drawn in cases of emergency to draw off the water. Mr Winchcombe to reply that a discretionary order will be given to the keeper of the lock.
At a Meeting of the Committee held by adjournment at the George Inn in Stroud on Thursday the 31^st day of December 1778

Read the Minutes of the last Meeting.
Ordered that the whole Acc^t of Stone & Brick work done by Mess^rs Bough & Edge be produced as soon as Possible.
No account Yett Rece'd from M^r King for Stoping his Mill.
The Road over the Bridge leading to M^r Hills is Repaired.
The several Slips on the Canal are now Repairing by Piling.
Read a Counsills Opinion of the power of Borrowing Money to Compleat the Navigation, in which he seems clear that the Proprietors in their Corporate Body can give no Security for the same.
Ordered a Bill to be drawn on the Treasurer for the Sum of Five Hundred Pounds.
Rece'd a Letter from M^r John James Complaining of Damages done M^r Stephens's Lands by the owerflowing of the wear. Ordered that our Clerk do inform him that we have given Orders to have the Ditch Cleared in order to prevent anything of the kind in future.
Ordered that our Clerk do write to all the absent Members of the Committee to request their attendance at the next Meeting on Special affairs.
Ordered that the Banks of the Canal be levelled and finished as soon as possible.
Ordered that Ew^d Keene do forward the Swivell Bridge in M^r Ellises Lawn as soon as possible.
