William Franklin reassured the meeting that after his survey of the Double Lock, it is not falling in but does need repointing. Mr Keck ordered to repoint .
A bounty of 1s per ton is to be paid for all Tenby coals sold from Wallbridge and Dudbridge wharfs to any places whatsoever.
A bounty be paid of 2s 5d per ton is to be paid for all coals taken from Wallbridge and Dudbridge wharfs to Lechlade upon the hauliers producing a ticket from the person receiving the said coals at Lechlade.
1s a ton is to be taken for all iron, tin, brass, copper, lead and cheese imported to Wallbridge, and in proportion to any less distance.
For furthering trade from Gloucester coming up the canal, the vessel belonging to Benjamin Grazebrook and Co. trading to that place may pass and re-pass on the canal till the next General meeting in consideration of their paying 5 guineas for the tonnage and wharfage during that time.
Anyone passing through the locks and dropping the cloughs, without gradually lowering them, will be liable to a fine not exceeding £5 for each offence.
The Company should procure a piece of land at Stonehouse for a wharf.
Committee authorised to let the wharf at Bristol Road to Mr Bigland.

At a General half yearly Meeting of the Proprietors of the Stroudwater Navigation held this 9^th Day of April 1782 at the Swan Inn in the Town of Stroud
Joseph Wathen in the Chair.
The minutes of the last Meeting were Read and Confirm'd.
The several Books and Accounts were produced respecting the affairs of the Company (as directed by the Act of Parliament) and examined and Confirm'd.
Ordered that the money Reced for Tonnage from the 11^th of October last to this day amounting to the Sum of One Thousand one hundred and Twenty Pounds Sixteen Shillings & Seven pence halfpenny be paid into the Treasurers hands and applied towards the payment of the respective Debts.
Read a Report of W^m Franking respecting the State of the Double Lock wherein he says he is under no apprehension of the Lock falling but recommends the same be pointed. Ordered that M^r Keck be desired to point the same and his answer Reported to the Committee.
Ordered that a Bounty of One Shilling per Ton be paid by our Clerk for all Tenby Coals sold from Wallbridge and Dudbridge Wharfs, to any Place or places whatsoever, as well for the Stock now on the said Wharfs as for that which shall be imported in future.
Ordered that a Bounty of Two shillings & five pence per Ton be paid by our Clerk for all Coals taken from Wallbridge and Dudbridge Whars to Lechlade upon the Halliers producing a Tickett from the Person receiving the said Coals at Lechlade.
Ordered that One Shilling a Ton including Wharfage be taken for all Iron, Tin, Brass, Copper, Lead and Cheese that may be Imported to Wallbridge and so in proportion to any less distance of place.
For the better encouragement of the Trade from Gloucester coming up the Canal, We do hereby Order and agree that the Vessell belonging to Ben^m Grazebrook & Co Trading to that place do pass and repass on the Canal till the next General Meeting in consideration of their paying the Sum of Five Guineas for the Tonnage and Wharfage during that time.
We do hereby Resolve that all Barge Men or others passing the Locks on the Stroudwater Navigation who shall at any time hereafter drop the Cloughs of any of the said Locks without gradually lowering the same or shall draw the said Cloughs at any time before the Gates are shut together, shall for every such Offence forfeit and pay on Conviction any sum not exceeding five pounds at the discretion of the Justices before whom such conviction shall be made. And We do hereby Order that a duplicate of this Bye Law be made out and our Seal affixed to the same and recorded among our proceedings for making compleating supporting and maintaining the Stroudwater Navigation agreeable to the Act of Parliament in that Case made and provided.
Resolved that the following Persons do Constitute a Committee for the ensuing year:
Joseph Wathen, William Battersby, John Hollings, Richard Bigland, James Dallaway, Nathaniel Winchcombe, Thomas Baylis, John Allaway, Fream Arundell, Thomas White, Thomas Hayes, Nathaniel Jones, Ben^m Grazebrook.
Ordered that the necessary steps be taken by the Committee to procure a piece of Land at Stonehouse Cross for the purpose of a Wharf.
We do hereby Authorise the Committee to treat with M^r Bigland and to let him the Wharf at Bristol Road for any term of years they at their discretion shall see fit. ~~ Likewise do empower the Committee to treat with M^r Hogg or any other Person for the sale of the piece of Land at the Double Lock and to make use of the Seal of the Company for that Purpose. ~~ Also to treat with M^r Knight or any other Person for the sale of a piece of Land call'd little Harry's Acre, situate at Ebley and likewise to make use of the Seal of the Company for the same.
