Summary

Act of 1895. Money almost entirely spent on canal upper section, Chalford to Inglesham. Stroudwater Navigation contributes £150 yearly to the £1200, Stroud Urban District Council £50. Large industries depend on lower part being kept open, e.g. boatbuilding works at Brimscombe, would make heavy claim for compensation.

[1912 Oct] Committee Meeting held at Wallbridge on Wednesday the 23^rd day of October 1912 @ 3.30 o'clock pm
Present: Philip Jas Evans, Edward P Little, F A Little, F S Whittingham, Walter J Stanton, A J Morton Ball, Jack Margetson, S S Marling, W H Marling.
[Clerks Report] The Clerk reported:
[G P O Telephones] 1 That no reply had been received from the Post Office in reply to the offer made by the Company respecting Telephone wayleaves, etc, and that at the request of the Thames & Severn Canal Committee he had furnished Mr Gardom with a copy of the offer in question.
[Weighbridge] 2 That the Weighbridge at Wallbridge had been repaired and passed by the Inspector of Weights and Measures who also certified that the Weighbridge at Dudbridge was in order.
[Well Double Locks] 3 That the Well at the Double Locks Cottage had been thoroughly cleaned & pump repaired and that all was now in order.
[Wharf House at Dudbridge] 4 That notice had been received from the Inspector of the Stroud Rural District Council that the Wharf House at Dudbridge should be at once connected to the Public Sewers. Mr Snape was instructed to take steps to carry out the work.
[Bench Marks] 5 That Bench Marks had been affixed to certain of the Company's walls and structures between Stroud and Framilode by the Ordnance Survey Officers.
[T&S Canal] The Chairman then read the following letter with accompanying Estimates which he had sent to the Clerk of the County Council with reference to the repeated request that the Stroudwater Company should take over the working of the Thames and Severn Canal:
July 11^th 1912
Dear Mr Gardom,
I enclose estimate showing what I think the receipts and payments would be working as now with the lower part of Canal kept open.
I dont think it can be done more cheaply and I dont see that it is desirable that the lower Canal should take it over.
1 It would not save anything in expenses everything being cut down as low as possible.
2 The Stroudwater Canal would be bound if they made an offer of leasing the Canal to allow for contingencies which might or might not arise, at all events for some time.
3 The Accounts would still have to be kept separate, as the Act of 1895 requires and Account of the working of Canal to be prepared and sent to the public bodies and Navigations yearly in September.
As to the other matters I referred to at the recent Committee I may repeat: (a) that the money had been almost entirely spent on the Canal on the upper section, Chalford to Inglesham, very little indeed on the part now being kept open.
.b. that the Stroudwater Navigation C^o contributes &150 yearly to the £1200, and the Stroud Urban District Council £50, making £200 a year found by Stroud people.
.c. that the £1200..- would be probably not forthcoming if the lower part were closed, while the interest and sinking fund would have to be found by the County whether the Canal were open or closed.
.d. that large Industries depend upon the lower part being kept open. For example, the boat building works at Brimscombe who would make a heavy claim for compensation. Finally, it the expenses can be
