Re your letter of 27th February respecting the fine to be paid by the Captain of your barge Volunteer for leaving the same in the Bristol Road Lock and stopping the traffic. The matter has been explained to me by my Foreman Mr Fallows who is fully conversant with the case and under the circumstances the fine must be paid. P.S. This is not the first time he has stopped the traffic and been cautioned. He is also very careless with his canal tickets having lost two just recently.
