---- this proposed Navigation, and the friendly Countenance you have shewn to those concerned in that Trade, induce me to take the Liberty of dedicating the following Scheme to you Lordship, not doubting that, if you think it deserving, you (who are a Commissioner appointed by the Act of parliament) will give it due Encouragement; and the I doubt not of its being put in Execution.
