We have surveyed the River from Framiload to Wallbridge by Three several Surveys. We believe, and are as certain as the Nature of the Undertaking will admit of, that it may be well performed for the Sum of 8145l. as by the above Particulars, and supposing the Materials may lie very convenient, it may be done cheaper: But, as unforeseen Charges may attend the Undertaking, we would advise that Ten Thousand Pounds be raised.

To answer this Expence, it is proposed that the Toll, or Tonnage, of all Sorts of Goods or Merchandise, coming up the River not higher than Frumbridge, shall pay One Shilling per Ton, and so in Proportion for any less Weight; and that all Goods or Merchandise, coming up above Frumbridge to any Part as far as the River is to be made Navigable, shall pay One Shilling more, and also in Proportion for any less Weight: So that the Whole Toll of the River from Framiload to Wallbridge will be no more than Two Shillings per Ton. And, for the Encouragement of Exports, 'tis proposed that for all Goods or Merchandise going down the River from above Frumbridge shall be taken One Shilling per Ton; and all Goods or Merchandise, carried down the River from below Frumbridge, to pay only Six-pence per Ton.
