Summary

[1906 February] Committee Meeting held at Wallbridge on Wednesday the 21^st day of February 1906 @ 4.15 o'clock pm
Present: Mr C H Hooper, Chairman, Mr F A Little, Mr W J Stanton, Mr A J M Ball, Mr S S Marling, Mr E P Little, Mr P J Evans, Mr Whittingham, Solicitor in attendance.
[Thames and Severn Canal 'Contribution' & Traffic' year 1905] The Clerk reported the result of the Statement he had been instructed to prepare, in response to the requirement of the County Council (under Sec 43 of the Thames and Severn Canal Act 1895) as to the through traffic for the year ended September 1905.
It appeared that £440..11..1 was the amount of such through traffic for that year and £446..10..7 the average of the three years last past.
The latter figure compared with the average of the three years ended September 1894 (£449:4:1) showed a decrease of £2:13:6 and therefore no payment due under the Section 46 Thames and Severn Canal Trust Act 1895.
[Thames & Severn Canal Cheque £150..-] A Cheque was signed for the £150 due to the County Council on the Thames and Severn A/c, under the Act (1895) to September 30 1905.
["Stoppage of the Towing paths"] The Clerk presented a "Report" as follows, of the recent "Stoppage of the Towing paths" which was carried out in the week Feb 5-10, by the Servants of the Company, named, and he was directed to obtain their Signatures to this Report, in case of future reference.

Joseph Hill reports that he was stationed at the Stonehouse Swing Bridge, on Feb 7 1906, when at 4 o'clock pm Mr A Blick and - Smith, attempted to pass him, saying that they desired to go by the towing path to the new footbridge which is over the River near Stonehouse Railway Bridge. I informed them the towing path was stopped to the public for the day. They then said we will make an attempt to pass you, and you must stop us, this was carried out, I stopped each in turn. They then said that would serve their purpose, and now they would see what could be done in the matter. After inspecting the notice which I had close to me, they left.

Joseph Hill reports that he was stationed at the Eastington Bridge, and during the afternoon Mr Palmer Junr asked me to let him pass from the road to the side door in his fathers house, by the towing path (this house adjoins the towing path) I informed him that the towing path was closed to the public for the day. I stopped him for about four minutes, when I was obliged to leave that entrance to speak to someone who was going on the towing path, eastwards, he then went by the towing path to the door mentioned above, when I spoke to him about it he said I must report him. (In consequence of this the towing path - Eastington Bridge to Westfield Bridge - was stopped to the public on the 12^th February 1906 and no one, except on Canal business, allowed to pass over the same, man stationed there J Hill.

I the undersigned, a representative of the Stroud Rural District Council attending to the Sewage at Ebley, hereby admit that on the 6^th February 1906 I went on the Towing path leading to the Sewage Tanks with your previous consent.

[Mr Albert E Palmer "Stoppage of Towing paths" Eastington] With reference to Mr Albert E Palmer's letter, which was recognised as challenging the Company's right, Mr Snape was directed to take an early opportunity to see Mr T Palmer, his father the owner and occupier of the house, and make it clear that the Company would uphold their 'right of way', endeavouring if possible, to come to some amicable arrangement with him for this purpose. It was reported by Mr Snape that the man who undertook the stoppage of this section in 1901, _remembers_ doing so _effectively_.
['Ship Inn' Wallbridge] In reference to the deduction by Messrs Smith & Son Ltd from the Quarters Rent of the 'Ship Inn' under the 1904 Act, for the Compensation Fund, the Tenants original Receipt for his payments for License and Compensation was produced and the calculation was considered to be in accordance with the scale.
Mr Whittingham was requested to consider the financial result to the Company, of a present extension of the current Lease, as lately suggested by Mr Smith, before the next meeting of the Committee.
[Bye-Laws] The Chairman mentioned the outstanding Accounts (£27..1..2) due for the costs, legal and other, in connexion with the revision of the Bye-Laws, and it was decided to pay them out of the accumulated Interest of the Reserve Fund, now in the hands of the Chancery Lane Safe Deposit and Offices C^o Ltd.
