Sharpness Docks Co offer to £150 per annum during next two years to meet deficiency in working expenses of T&S Canal.
Canal wharf at Eastington. Estimates from Messrs Clutterbuck & Bullock for repairs nside of wharf house, £12, fence against road. £12 5s, and fence in front of house £5 15s. Do nothing at present. Mr Beard offered premises. Rent £30 per annum. Accepted but asked for installation of large weighbridge instead of existing cart bridge. Refused. Doubt as to date on which Mr Whiting was vacating premises.
Mr Hopson to be told that if definite decision not in Company’s hands in next day or two, another offer for premises at Wallbridge would be considered.
£500 offer for Ship Inn premises accepted.
Mr Smart in arrears for March, April, May, Messrs Ward & Son for May. Mr Bloxam to write to them.
Mrs Penn’s rent for remises at Stonehouse still outstanding. Notice of Ejectment Order unless amount owing immediately forthcoming.
Good pair of tidesman’s boots purchased for £1 10s.
If Canal Association subscription £2 2s instead of £1 1s Navigation would withdraw name from list of subscribers.
Repair of lock house at Eastington to proceed. Approximate estimate £3 10s.
Order re River Frome Lower Level sent to Navigation by Court of Sewers considered. Also letter from Mr Armitage, asking if Navigation would join in Memorial against requisition in order. Decision to:
I. Enter notice of formal appeal at next Court of Sewers 30 June.
II. To advise Mr Armitage that Navigation did not propose to join in Memorial.
III. Approach Surveyor re his meeting certain members of Committee.
Decision to proceed with new gates Westfield Lock and to obtain extra labour and materials for its completion. Two carpenters required for about three months, one blacksmith for a month.
Letter from E T Gardom, Clerk of Gloucestershire County Council, placed in minutes. Lower portion of canal, Chalford to Stroud, to be continued for traffic as at present for two years from 25 March 1925. Stroudwater Navigation to pay contribution towards maintenance of not less than £770 per annum. Arrangements to be made to carry out matter, including postponement of Application for abandonment of this portion of canal. Application to abandon upper portion of canal subject to approval of Ministry of Transport.
Decision to have 150 copies of Mr Gardom’s letter distributed among traders of two canals.
Mr Hopson prepared to sign agreement as to putting into good condition basement floor of warehouse at Wallbridge.
Mr Whiting to pay £25 towards cost of repair of house and fence against road at Eastington. Mr Beard had accepted tenancy but Mr Whiting had not given up premises. Matter in hands of Company’s solicitors.

Re River Frome, Lower Level, Chairman, Mr Hooper, Major Little and Mr Bloxam met surveyor on spot. Certain work to be done at once. Other work to stand over till owners on other side dealt with part for which they were liable.
New pair of bottom gates for Westfield Lock in hand. Clerk to obtain timber and iron, not in stock. Cost about £18.
Mrs Penn liable for repairs to weighbridge at Stonehouse.

Thames & Severn Accounts to 31 March discussed.
Chairman’s reply, in full, to Mr Gardom’s letter 11 July 1925. Appreciation of Council’s decision to continue to maintain canal for further 2 years. No great difficulty in collecting £770 promised. Includes £75 conditionally promised by Gloucester City Council. To continue traffic same amount of water from upper part absolutely necessary. No difficulty likely in procuring withdrawal of various objections lodged with Ministry of Transport. Navigation to write to other bodies concerned.
Mr Smart had not yet supplied Committee with weights of his boats.
Mr Whiting had not vacated premises on canal wharf at Eastington. Mr Beard using wharf for canal trade.
Company to remain member of Canal Association, £1 1s a year.
Owners on other side of River Frome carrying out orders of Commissioners. Piling of canal bank next Frome at weir and slip if necessary.

Already a private supply of water at only property belonging to Canal Company in Whitminster. Additional supply not required from Wheatenhurst Parish Council.
Mr Harris’s offer of £10 for roof timbers, etc, of dry dock at Eastington not accepted.

Stonehouse Swing Bridge. Clerk’s letter, 10 September, to Messrs Vowles & Son stated that Stonehouse swing bridge was not safe for any wheeled traffic. Notice at bridge to say “Bridge Unsafe”.
£50 paid for dredging at Lodgemore, Messrs Strachan & Co. £25, Messrs Cook & Co. £25.
Messrs Dudbridge & Sons had obtained repayment of tax, £52 19s 8d.
Clerk to obtain planking for repair of deck of swing bridge at Shallow Lock.
Letter from Gloucester Corporation asking what bodies and Navigations agreed to continue former contributions for two years recorded in minutes.
In reply statement that 1. Complete list mentioned in letter 15 July, 2. Cirencester U D C, Counties of Wilts and Berks (contributors under Act 1895) not expected to pay and 3. Deficit to be met from County Fund.
Boundary line of Ship Inn premises fixed. Plan sharing this, and right of way to rear of premises, submitted to Messrs Lee Bros’ solicitors.
Canal wharf at Eastington. Mr Whiting paid ¼ year rent £5 5s. Had not vacated premises. Three weeks to hand them over. Mr Beard, new tenant, asked for cart weighbridge (1879) on wharf, to be enlarged to accommodate Ford Tow Truck.
Estimates for scantling required for renewal of bottom gates of Dock Lock. Ryeford Saw Mills Co.£60 8s 8d, Workman & Co £73 4s. Ryeford Saw Mills Co’s estimate accepted.
Mr Arthur Vowles, Managing Director of Messrs Vowles & Son Ltd attended Committee to discuss danger notice on Stonehouse swing bridge. Proposed renewal of swing bridge to their mills at Stonehouse. Company prepared to maintain an iron bridge. Estimates to be requested when information on load weight obtained from Messrs Vowles.
Application by County Council for £75 from Company in accounts of Thames & Severn Canal to stand over. Last contribution under 1895 Act.
Bonus £3 to George Cook.
Estimate of £1 submitted by Mr Turvey for painting of office door at Wallbridge accepted. Estimates for outside painting of wharf house at Wallbridge to be obtained.
Clerk to proceed with collections of contributions to running T&S Canal to March 1926. Letter, enclosed, to contributors and objectors who signed Memorial to Ministry of Transport. Copy of Mr Gardom’s letter 11 July to accompany it. Navigation to collect amounts promised. Council’s opposition strengthened unless substantial increase in traffic over canals can be proved. Messrs Hodgson & Sons of Manchester offered second hand weighing machine for £85. If Beard consented to pay increased rent, Company should purchase and fix second hand machine.
Mr Turvey’s estimate of £7 15s for outside painting of wharf house at Wallbridge accepted.
Application put in by West Gloucestershire Power Co. to carry electric cable across canal at Whitminster.
Request by County Surveyor for rent for Wharfage Room on wharf at Wallbridge to be reduced from £2 10s to £1 not agreed to. No use of wharf in future.
Mr A E Chandler of Rodborough request for about 50 sq yards of land on Wallbridge Wharf, next Lodgemore Mills granted, £5 p.a.
Re-appointment of Mr G A Evans, membership lapsed, to Committee.
Messrs Lee Bros paid £50 towards £500 purchase money of Ship Inn premises.
Mr A E Chandler to pay £5 p.a. for 50 sq yards wharfage room at Wallbridge.
Notice from Commissioners of Sewers, Lower Level of the County of Gloucester. Notice claimed company had not done work in accordance with previous notice. After seven days work done at Company’s expense, portion of Frome not sufficiently done. Letter, in full, to surveyor. Surveyor needs to meet Company’s representative. Failure to keep appointments on previous occasions.
Thames & Severn Canal Abandonment. Contributions of £423 2s received, 4s Bank Interest Total £423 6s. £150 to come from Sharpness New Docks Co, £150 from Stroudwater Navigation Co, £49 from traders.
Sale of Ship Inn premises to Messrs Lee Bros £500. Legal charges £12 10s, leaving £487 9s 6d

Clerk to object to Mr Lambert about trespass of carts at Wallbridge Wharf.
Messrs Chamberlain Ltd of Nailsworth promised £25 per annum for two years towards upkeep of T&S Canal.
Thames & Severn Canal Abandonment. Contributions to Thames & Severn Canal Abandonment tp date £450 6s, 3% interest. Mr Gardom’s committee asked for payment on account of £770 towards cost of lower portion of Thames & Severn Canal. £400 to be sent to Gloucestershire County Council.
Cost of materials for piling at Eastington Wharf £16. Beard, tenant, to contribute. Solicitor to press Whiting for amounts claimed.
£75 contribution paid re Thames & Severn Canal.
Mr Banks request that his mother should continue tenancy of Dock house at Eastington agreed.
Clerk to obtain estimates from Messrs Daniels Ltd for iron bridges to sustain loads of 5 tons and 15 tons to replace Whitminster Swing Bridge.
Lodgemore Bridge not in sound condition. Nose piece dropped off. Beams decayed, being refixed. Clerk to ask Mr Daniels to amend estimate 9 October 1924 for iron bridge.
Letter from Mr S S Marling. Clerk to avoid calling Committee Meetings on date of AGM of Stroud Hospital.
Messrs Dudbridge & Sons, auditors, to supply copy of Company’s accounts to Ministry of Transport.
Repairs to bridges: Ocean planking £3 10s, Gas Works heel piece £1 3s 10d, Framilode planking £1 8s.

Mr Beard, tenant, refused to contribute towards piling of canal bank at Eastington Wharf. Summons issued against Whiting.
Mr Lambert to pay 2s 6d p.a. from 24 June 1926 for trespass at Wallbridge.
Rural District Council of Wheatenhurst might erect a bridge more suitable for modern traffic at Whitminster. Company’s intended replacement of present bridge. Company’s liability to maintain bridge limited to standard necessary on original construction.
Chairman and Mr Bloxam had interview with Mr A V Bellamy, secretary of National Council for Inland Waterways. Invitation of membership accepted, £2 2s annual subscription.
West Gloucestershire Power Co request to put cable over canal at Whitminster, 5s pa for each crossing and 1s pa rent for each pole on Canal property granted.
Mr Evans reported that canal banks at Ryeford and Stonehouse needed repair. Stonehouse Swing Bridge.
New balance pole to replace collapsed one on outside bottom gate at Newtown Lock obtained. Cost about £12 10s.
Rural District Council of Wheatenhurst decided not to cooperate re Swing Bridge at Whitminster.
To nominate representative on National Council for Inland Waterways.
Letter from Messrs Vowles & Sons. All traffic discontinued on Stonehouse swing bridge. Gone badly on one side. May break down any moment. Canal Company should close bridge against all road traffic.
Scantling for renewal of bottom gates of Dock Lock obtained. Extra labour and materials authorised.
Thames & Severn Canal Abandonment. Outstanding contributions £301. £50 to be paid to Gloucestershire County Council towards upkeep of T&S Canal.
Application from Admiralty for permission to fix an Automatic Tide Gauge at Framilode Lock.
Estimates from Horseley Bridge & Engineering Co for swing bridges. Mr Vowles present re replacement of swing bridge at their mills at Stonehouse. Cost of bridge in wood and iron to be obtained.
Clerk to inform Stroud District Council of bad condition of road over Cross Bridge at Stonehouse.
Thames & Severn Canal Special Account £97 6s. £122 14s to be paid into account and cheque for £220 to Gloucestershire County Council Thames & Severn Account.
Stoppage of canal 25 June-10 July for fixing new pair of bottom gates at Dock Lock.
Clerk to make appointment with Admiralty officer in charge of works for inspection of position of proposed Tide Gauge at Framilode.
Messrs Vowles & Son Ltd prepared to pay £87 18s for repairs to canal swing bridge at Stonehouse. No responsibility for erection or upkeep of new bridge. Cash for payment when bridge is completed and ready for use. Heavier iron bridge better. Mr Snape’s reply. Contractor to be communicated with at once, subject to Messrs Vowles consenting to continue paying one half of annual upkeep. Messrs Daniels’ estimate accepted.
Clerk to ascertain load of a new wooden bridge at Whitminster similar to existing one.
Walls at Wallbridge and Dudbridge let at £7 p.a. to Cheltenham Bill Posting Co.
Canal Inspection Report for section Framilode to Ocean by Mr Hooper and Mr Ball 31 May 1926:
Framilode: Boats should be allowed free access to Company’s land. Goodwill of watermen valuable. Plans of proposed Admiralty Gauge do not show if it is to be erected clear of capstan. No hindrance in way of ropes used for warping boats into the lock or of the capstan. Balance pole of lock gate still broken. Does not hinder opening of gate. Stop Lock sill should be inspected this summer. No customer for warehouse. Enquiry as to rent for housing boat in it. Company owns two houses occupied by Taylor and Wathen. Slight repairs needed to Taylor’s house, ceiling of living room. Houses of no value to Company. Should be sold with garden pound on opposite side of canal.
Condition of shearing at River Frome quite satisfactory. Withy bed crop ripe for cutting. Buyer needed.
Walk Bridge should be replaced without delay.
Shallow Lock repairs needed. Responsibility of Gloucester & Berkeley Canal.
Occupation Bridge, next above Bristol Road, requires pointing and bricks replaced.
General condition of canal has not deteriorated since last inspection.
Application from Mr Perks of Dudbridge to purchase part of Dudbridge Wharf for building refused.
Weeds in canal opposite school bathing place at Stonhouse to be cut at once.
New pair of bottom gates fixed at Dock Lock at Eastington.
Messrs Daniels’ estimate for new iron bridge at Stonehouse accepted, £163.
Whitminster Swing Bridge, when new, would have sustained load of about 6-7 tons, with beams fixed. Estimate requested from Messrs Daniels for iron swing bridge to carry 5 ton load.

Towing paths to be stopped to public about middle of October and before installation of new swing bridge at Stonehouse.
Chimney on cottage occupied by Mrs Williams at Bristol Road Wharf repaired.

Swing bridge at Stonehouse soon ready for erection. Messrs The Ryeford Saw Mills Co.’s estimate, £27 15s, for deck planking accepted.
Canal Inspection Report, Stonehouse to Wallbridge. Mr Margetson and Mr Bloxam:
Many weeds about Ocean Long Pound between Ocean Bridge and Stonehouse. Weeded once during 1926. To be done again during the fall.
Nutshell Bridge stone and brick work bad in places.
Stonehouse Brick Bridge same as Nutshell. New bricks needed on west side. Surface bad. Stroud Rural District Council notified.
Stonehouse Wharf: Good rent paid by County Council. E T Ward & Son Ltd pay small rent for notice board. Toll for any coal brought by rail.
Vowles’ bridge removed. Pivot exposed, has many years of life. Much heavy timber crosses bridge to Messrs Vowles’ works. Share in upkeep of surface wise. Right of way along portion of towpath discussed with Mr Vowles.
Midland Bridge at Ryeford has bad decking. Percolation of rain water affecting surface of towpath.
Several overhanging trees on Brunsdon’s side opposite Ryeford Cottages need lopping.
Ryeford Bridge: Side facing Stonehouse needs pointing and re-bricking. East facing side also bad. Bad hole in towpath near bridge.
Two chestnut trees on Ryeford Hall estate need lopping.
Ryeford Swing Bridge must be painted.
Reach from Stonehouse to Double Locks has many bad holes in towpath, probably due to wasps’ nests. Several willow trees on towpath side about saw mills want lopping.
Bad leak in lower gates in smaller lock at Double Locks. Over 50 years old. Another leak caused by hole in brickwork. Gates not good but should do the little required.
Brickwork of Oil Mills Bridge bad. Cleaning off desirable.
Wing walls of weir at Ebley Mills require piling and sheeting.
Hilly Orchard Bridge must be painted.
Poplar trees on Marling School ground below Gas Works require lopping.
Watchman at Lodgemore Mills takes water for garden purposes. Suggested charge 1s per annum.
Paddles near Lodgemore Bridge must be attended to. Piling and sheeting required.
Swing bridge repairs: Plank renewed in swing bridge at Saul, 4 planks in swing bridge at Shallow Lock. Planking to be obtained for repair of top decking of Lodgemore Bridge.
Letter from Mr Barton, Lower Woodlands, Stroud re horse riding on towing path. No objection to him, at own risk, using towing path in present hunting season.
Canal towpath stopped, 11-15 October.
Admiralty Tide Gauge at Framilode: Company to meet legal costs of agreement if Admiralty agreed to £12 10s yearly payment.
Swing bridge at Stonehouse fixed. Replacement of swing bridge at Whitminster in hand.
GWR applied to Ministry of Transport for authority to abandon Kennet & Avon Canal.
Admiralty Tide Gauge at Framilode. Letter from Officer in Charge of Works, Pembroke Dock. Reply that if canal property was reinstated, Company would reduce rent to £10 per year, Admiralty to pay legal expenses.
New iron swing bridge at Stonehouse. Messrs Vowles’ contribution £86 8s.
New iron swing bridge at Whitminster erected.
Gardom, Clerk of County Council, asked for moiety of £770, due 30 September last for T&S Canal, and enquired whether Stroudwater Navigation and other subscribers wished to keep open canal for further period after two years ending 25 March. Otherwise County Council to proceed with application to Ministry of Transport for lower portion of canal to be abandoned. Warrant for abandonment of upper canal received. Money from contributors not yet in hand. Time not favourable to approach them as to taking over liability. Effects of coal strike.
Stroud Rural District Council’s offer to repair road surfaces on Cross Bridge, Stonehouse for £2 to £2 10s accepted.

Letter from Clerk of County Council re Thames & Severn Canal Abandonment. County Council must require at least half of £770 contribution at once. Proposals from Committee re lower portion of canal to be submitted by end of January. Council to proceed with application at expiration of term of arrangement, 25 March. £200 sent to County Council. £185 5s to credit of Thames & Severn Canal Special Account. Letter to contributors.

Gloucestershire Highways Committee application to lay surface water drain to canal at Ryeford Wharf not agreed to.
Mr Gardom sent Clerk a copy of warrant made by Ministry of Transport for draft order releasing County Council from all liability re maintenance received T&S Canal, upper portion..
Letter from Mr Smart of Chalford complaining of state of T&S Canal.
List of promises towards upkeep 1927-8 of T&S Canal total £605 16s. Request for Stroudwater Navigation to guarantee £770 during next two years from 25 March 1927 if abandonment of lower portion of canal is again postponed. Amount guaranteed in letter 19 April, supplemented by promise of £150 for year by Sharpness New Docks. Full amount £600. Re use of “Guarantee”. Navigation collector only.

Committee approval of Admiralty Tide Gauge Framilode. Six months notice on either side.
County County Council to continue present arrangements for keeping open lower portion of canal for 12 months from 5 March. Navigation to collect and pay £600 and to postpone application to Ministry of Transport for a Warrant of Abandonment.
Letter 15 July from Stroud District Council re contribution towards upkeep of T&S Canal 1927-8. Clerk to give Sir Lionel Darell Bart names of traders on canal between Stonehouse and Framilode.
Application by Mr John Richings for wharfage room on Stonehouse Wharf not granted.
Permission, for limited time, to National Transport & Omnibus Co to park omnibuses on wharf at Wallbridge for 10s a week from 2 June.
